Organisé en partenariat avec la Fédération africaine des études stratégiques, le Forum abordera les questions relatives aux enjeux stratégiques de la sécurité en Afrique et les nouveaux sanctuaires du terrorisme, anisi que d'autres questions liées aux risques et menaces émergents...

Enjeux stratégiques et nouveaux sanctuaires du terrorisme


Le continent africain est de plus en plus perçu comme un continent des plus dynamiques. Cette perception se base sur différents indices et observations : potentiel économique et démographique, croissance, intégration de plus en plus avérée dans le commerce mondial, mutations politiques et géostratégiques. Cette perception est plus proche de la réalité qu’il n’y parait.
Cependant, ce dynamisme vertueux en soi est accompagné de l’accentuation des menaces sécuritaires et l’émergence de nouvelles menaces qui risquent de mettre en péril la stabilité et la croissance dans le continent. L’Afrique est devenue une cible prioritaire de ces nouvelles menaces qu’elles soient le fruit de manœuvres déstabilisatrice ou de l’évolution naturelle des choses. Cette exposition est due aussi bien aux éléments de fragilité qui continuent de plomber les pays et les institutions du continent qu’à la nouvelle perception de l’Afrique en tant que continent d’avenir et plein de potentialités.

Arhe Hamednaca


Arhe Hamednaca was elected as a member of the Riksdag for the Social Democratic Party and the constituency of Stockholm County in 2010. He is currently a member of the Committee on Justice, a deputy member of the Committee on Health and Welfare and a member of the Riksdag delegation to the OSCE.
Arhe Hamednaca was born in Eritrea. At the age of 15 he joined the Eritrean Liberation Front, as a result of which he was forced to seek asylum in Sweden in 1985. Between 1990 and 2002 he worked for Stockholm Transport, among other things as a ticket collector, ticket inspector and supervisor.
After the honour killing of Fadime Sahindal, which received a lot of attention in Sweden, he felt that it was time to do something to prevent more young people from coming to harm on account of oppression in the name of honour. In 2002, he founded the Sharaf Heroes method at Fryshuset in Stockholm. The method involves working with young boys and girls whose lives are affected by honour-related structures. The aim is to give them support and help to leave the honour-related way of thinking behind them.

Director of the European Union Satellite Centre, after four years as Deputy Director. Brigadier General LEGAI, was an intelligence officer in the French Air Force since 1988. He was appointed as a geographer in the French Air Force staff in Paris (1994-1999).
He was also the Head of the French Imagery Intelligence Centre (2004-2006), Human Resources advisor of the French Air Force (2006-2008) and the Commanding Officer of the Air Force Base in Grenoble (2008-2010).
He holds a PhD in International Relations, a law degree, a master degree in Imagery Processing and in British Civilization and an Engineer Diploma in the field of the geographic sciences.

Dr. Katja Lindskove Jacobsen


Dr. Jacobsen’s research focuses on security and intervention. She has looked at UN interventions, at humanitarian technology as intervention, and at practices of maritime capacity building and institutional capacity building of regional security actors. Of central importance to her research on this broad range of contemporary security practices, is the question of how such practices of intervention influence the global distribution of security/insecurity.
Geographically, her research focuses on Africa – on maritime security challenges in the Gulf of Guinea, on various UN interventions in Africa, and on regional security organizations in East Africa.
She holds a Ph.D. in International Relations from Lancaster University (UK), and an MSc in Global Politics from London School of Economics and Political Science

Dr. Petra Weyland


George C Marshall Center`s professor of Middle Eastern Studies.
She is also the Senior Adviser on Gender Issues and Policy at the GCMC. She is the Academic Director of the Center's Seminar on Regional Security. Currently, refugee and generally migration issues are of particular importance for her work, as are Countering Violent Extremism and post Arab Uprising developments.

Ángel LOSADA


(Berne, 1953) est diplomate espagnol et Représentant Spécial de l'UE pour le Sahel.
Diplômé en Droit par l'Université de Navarre, avec mention extraordinaire. Il a commencé sa carrière à l'OTAN lors de l'entrée de l'Espagne dans l'organisation. Il compte avec une longue expérience dans les thèmes multilatéraux, ayant occupé des postes importants dans les missions permanentes de l'Espagne auprès de l'ONU (1990-93) et l'OTAN elle-même (1996-2000).
Il possède une vaste expérience aussi dans des situations de conflit, ayant été Ambassadeur en Mission Spéciale auprès la Structure de Commandement de l'ISAF en Afghanistan après la fin de la guerre (2004-2005). Il a occupé d'autres postes de premier plan dans la carrière diplomatique espagnole, comme celui d'Ambassadeur au Nigéria (2006-2011) et au Koweït (2011-14).
Après ses services en tant qu'Ambassadeur espagnol en Mission Spéciale pour la Lybie et le Sahel, il a été nommé Représentant Spécial de l'UE pour le Sahel en décembre 2015.

Soad Shalaby is a career diplomat who served her country Egypt for 40 years.
She is the Director General of the Egyptian African Centre for Women (EACW). She had been for the past two years, the International Cooperation Advisor for the Egyptian National Council for Women and the Director of the Women Business Development Centre WBDC.

She had been the Director of the Cairo Regional Centre for Training on Conflict Resolution and Peacekeeping in Africa (CCCPA) from 2007-2012. Ambassador Shalaby was the first woman to be appointed Assistant Minister of Foreign Affairs and Director of the Institute for Diplomatic Studies.
She served as the Egyptian Ambassador Extraordinary and Plenipotentiary to Finland, Estonia, Mozambique and Swaziland for eight years.
She was the Secretary-General of the Egyptian Fund for Technical Co-operation with Africa (EFTCA) for three years. She was elected to be Member of the COMESA Committee of Elders for 5 years. She had also been elected Member of the Council of the International Institute of Humanitarian Law (IIHL) based in San Remo since 2010. She participated for the past two years as a Judge in the IIHL Annual Military Competition.

In 2013 She had been selected by AU to be Member of the Independent Panel of Experts for the Assessment of the African Standby Force. She was also elected as Patron of APSTA for the past three years.
She holds a Bachelors degree in Economics and Political Science from Cairo University, and completed her postgraduate studies in Political Science in McGill University in Montreal, Canada. She has published various articles nationally and internationally on gender, economic development and human rights issues, as well as on peace and security in Africa.

Cpt. BADOU Ezin Albert


Né en 1965, le Capitaine de vaisseau BADOU Ezin Albert a été admis à l'école navale de Brest en France en 1990 pour en sortir en 1992 avec le grade d'enseigne de vaisseau de 2ème classe, titulaire de la qualification de chef de quart. Ainsi commença sa carrière d'officier de marine qui le verra occuper successivement les postes de Commandant en second de patrouilleur, commandant de patrouilleur, Commandant de base navale, chef division dans les états-majors. Des derniers postes occupés on retiendra qu'il a été commandant d'un centre de formation militaire interarmées avant de retourner à la marine comme chef d'état-major adjoint en 2012. Il a été nommé chef d'état-major des Forces Navales Béninoises en octobre 2016.

Au titre des qualifications professionnelles, le Capitaine de vaisseau BADOU a fait son application sur le navire français "Jeanne d'Arc" en 1994, son diplôme d'état-major au Naval War College de Newport, dans l'Etat de Rhodes Island aux Etats-Unis d'Amérique en 2002, et son diplôme d'école de guerre à l'Ecole Royale Militaire de Bruxelles en Belgique en 2010.

Au titre des décorations, il a été entre autres, fait Chevalier de l'Ordre National du Bénin, Chevalier de l'Ordre National du Mérite de la France.

Ellen LAIPSON


President and chief executive officer of Stimson from 2002 to October 2015; she now is President Emeritus and Distinguished Fellow.
She joined Stimson after 25 years of government service. Her last post was Vice Chair of the National Intelligence Council (1997-2002). She also served on the State Department's policy planning staff, the National Security Council staff, and the Congressional Research Service.

Director of the London Academy of Diplomacy, University of Stirling, London. He is an Honorary Professor of the University of East Anglia. He is a Board Member of the European Council of Foreign Relations and a member of the VALDAI discussion group.

Professor Mifsud has served prominently in the Ministry of Foreign Affairs of Malta and is considered as one of the top experts in academic diplomacy and in Euro-Mediterranean and Gulf relations. Chef du bureau Afrique du Nord à la Division Moyen-Orient et Afrique du Nord de DCAF. Auteur d'une dizaine d'ouvrages de stratégie et de géopolitique, ses recherches portent, d’une part sur la stratégie, et tout particulièrement la cyberstratégie (mais aussi sur la stratégie des organisations, la stratégie théorique, la stratégie nucléaire) et, d’autre part, sur les questions de sécurité de l’espace euro-atlantique, et tout particulièrement l’OTAN (mais aussi la géopolitique de la France et de l’espace méditerranéen).

Il a publié de nombreux articles et études stratégiques sur le djihadisme comme idéologie politique.

Denis BRUCKERT


Denis Bruckert is responsible for Copernicus Programme at the European Union Satellite Centre (EU SatCen) since 2004.

His work is principally focused on the definition and implementation of the EU SatCen role(s) in the Copernicus programme operational and pre-operational phase.

Denis Bruckert also supervises SatCen Copernicus Unit in charge of Copernicus plus other SatCen activities in cooperation with the Commission.
Mr Bruckert holds a PhD in Remote Sensing obtained at Strasbourg University in 1996.
